What Is the Ninth Amendment to the Constitution of the United States?

Non-enumerated rights – 1791

“The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.”

It is in essence a safety net stating that individual have other fundamental rights and are not limited to the rights specifically mentioned in the constitution.
